The whole meaning of MOI is the medium of instruction. A medium of instruction is a document that verifies the language used to teach a particular course or program. It is a type of language proficiency certificate.
That is, MOI is the certificate of the language in which you completed your previous Course instruction or degree. That degree can be a bachelor's or a master's. In Bangladesh, the certificate of the previous degrees you studied and participated in in Bengali or English is the medium of instruction. For example, if you have done your bachelor's studies in Bengali, then your medium of instruction is Bangla, and if you have done it in English, then your medium of instruction will be English.
